Design doc rough draft done, time to get a bit of coding in. Figure the design doc is going to change while code is being written. Starting the shell of a test harness and getting OpenTofu launched in GO.

9/2/26

Shell of a program working, able to launch the tofu binary. Able to work with a TOML config file and pass in options to OpenTofu based on options in the config. Added CLI flag support to allow the user to define the TOML config file location. Working on the test harness framework now.
